These things are called breather holes. They let the outer panes of the plane handle the pressure difference as the vessel gets higher and higher. It lets the cabin remain at a safe and comfortable level the whole time. If the outer pane is ever compromised, there should be an air leak through there. Make sure to keep an eye on that!
